About this opportunity

The U.S. Department of the Interior Bureau of Land Management Salt Lake Field Office is seeking design-build proposals for Little Creek Campground improvements near Randolph, Utah under a total small business set-aside (NAICS 237990), with proposals due August 3, 2026.

The project is restricted to small businesses. Phase 1 encompasses full campground redesign and construction including nine individual campsites with shade pavilions and tent pads; demolition and replacement of the group site pavilion (sized for eight picnic tables and up to 50 people); entrance parking area improvements with six designated stalls; storm drainage remediation; installation of approximately 35 shade trees, two three-panel metal kiosks, water spigots, and irrigation systems; and ABA-compliant accessibility features throughout. Phase 2 will be constructed at a future time as funding becomes available.

All architect-engineer services must be performed by licensed landscape architects and engineers registered in the State of Utah. The design-build contractor must comply with BLM Guidelines for a Quality Built Environment, ABAAS accessibility standards, BLM Roads Manual 9113, National Park Service Campground Design Guidelines, the 11th Edition of the Manual on Uniform Traffic Control Devices, and American Concrete Institute standards. Work is restricted to sunrise to sunset, Monday through Friday unless otherwise approved.

The design schedule requires submission of Conceptual Site Design documents 45 calendar days after award, followed by 65%, 95%, and 100% Construction Documents at 30-calendar-day intervals, with 15-calendar-day government review periods between submissions. Stamped and signed final construction documents are due 15 calendar days after 100% document acceptance. Construction cannot begin until the government issues a Construction Start Work Notice. As-constructed drawings are due within 21 days of substantial completion. A conference call and on-site kickoff meeting and site visit must occur within the first ten calendar days. The contractor must prepare a Stormwater Pollution Prevention Plan and obtain a Construction General Permit with Utah Pollutant Discharge Elimination System before site-clearing operations. Progress payments during design are based on deliverable submission and acceptance; construction payments are based on percentage of work completed as verified by the government.
