About this opportunity
The City of Phoenix Aviation Department is seeking a qualified contractor to provide Designated Aviation Channeling (DAC) Services for Phoenix Sky Harbor International Airport through a three-year contract with two potential one-year renewals, commencing around January 1, 2026. The primary objective is to process Transportation Security Administration (TSA) certified background checks for airport workers, including fingerprint-based Criminal History Record Checks (CHRC) and Security Threat Assessments (STA). Specific service requirements include receiving, validating, and transmitting biographic and biometric data to the TSA, maintaining a web-based portal for tracking airport worker screening information, and ensuring compliance with federal aviation security regulations. Key procurement dates include a solicitation release on June 23, 2025, a non-mandatory pre-offer conference on June 27, 2025, written inquiries due by July 1, 2025, and proposal responses due by July 30, 2025 at 2:00 pm. The current Identity Management System (IDMS) uses Intellisoft version 10.2, though this may change during the contract term.
The procurement includes robust requirements for disadvantaged business enterprise participation and extensive nondiscrimination provisions covering federal and local regulations. Contractors must comply with Title VI of the Civil Rights Act, Department of Transportation requirements, and Phoenix City Code provisions, including specific workplace protections such as heat illness prevention for outdoor workers. Contractors are required to maintain written heat safety plans, provide cool water, shade, breaks, and air-conditioned vehicles, and conduct employee training on heat illness prevention. While specific award values are not explicitly stated, the contract includes provisions for firm and fixed pricing in the initial contract year with potential annual price adjustments subject to City approval. Failure to meet compliance standards could result in contract termination, financial penalties, and disqualification from future bidding. The procurement is conducted through the City's OpenGov e-Procurement Portal, with technical support available for vendors experiencing system issues.
