About this opportunity
The County of Volusia, Florida, is soliciting professional engineering design services through a Request for Statement of Qualifications (RSQ 26-SQ-76SR) to prepare comprehensive construction contract plans, specifications, and special provisions for the widening of Williamson Boulevard from a 2-lane rural section to a 4-lane divided rural section extending from Madeline Avenue to Town West Boulevard. The project scope includes widening the existing bridge (Bridge No. 794095) over Interstate 95, modifying full median openings at Town Park Drive, Willow Run Boulevard, McGinnis Avenue/Hockney Court, and Town West Boulevard, and consideration of alternative bridge designs that preserve the existing structure while constructing a new parallel bridge. The selected consultant must deliver detailed roadway design, stormwater management design, bridge design, utility coordination, environmental assessments, survey services, geotechnical investigations, public stakeholder coordination, right-of-way and mapping services, and post-design services including bidder question responses and shop drawing reviews. The project requires extensive coordination with the Florida Department of Transportation District Five for review and approval of all construction-related documents. Respondent firms must be FDOT pre-qualified in Minor Highway Design and maintain at least one Florida-licensed Professional Engineer on staff. The evaluation process, conducted under the Consultants' Competitive Negotiation Act (CCNA), will assess proposals based on three weighted criteria: Technical Qualifications and Staff Expertise (40 points), Project Approach (35 points), and Similar Experience with comparable projects for local agencies (25 points). The solicitation requires written questions by May 28, 2026, at 11:59 p.m., with responses due by June 11, 2026, at 3:00 p.m., with non-mandatory opening via Microsoft Teams. Proposals must be submitted electronically through the OpenGov platform by June 11, 2026, at 3:00 p.m., with shortlisting of the top three teams followed by in-person presentations.
No set-aside designations are specified for disadvantaged enterprises or other restricted categories of respondents in this solicitation, and no incumbent vendors or current contractors are identified. Respondents must comply with E-Verify requirements and maintain comprehensive insurance coverage including Workers' Compensation at statutory limits, Commercial General Liability with $1,000,000 per occurrence and $5,000,000 general aggregate limits, Auto Liability with $1,000,000 combined single limit, Excess Liability meeting the $5,000,000 aggregate requirement, and Professional Liability with $2,000,000 per claim and aggregate. All insurance policies must be issued by insurers licensed in Florida with a minimum A.M. Best rating of A- and Financial size category VIII or greater, with the County, FDOT, and St. Johns River Water Management District named as additional insureds on a primary and non-contributory basis. The contract term is anticipated for two years or until project completion, whichever occurs later, with renewal options available at the County's discretion. The estimated project cost is approximately $1,693,914, with compensation to be established through negotiation following the selection process on a fixed fee, lump sum, or guaranteed maximum not-to-exceed basis. The project is funded through FDOT/CIGP grant money with potential construction funding also through FDOT participation, and respondents must be prepared to obtain Performance and Payment Bonds as well as a Bid/Proposal Bond.
Opportunity text
The County of Volusia is seeking the services of professional consultants to provide Professional Engineering Design Services to prepare a complete set of construction contract plans, specifications, and special provisions, if necessary, for the widening of Williamson Boulevard from a 2-lane rural section to a 4-lane divided rural section from Madeline Avenue heading south to Town West Boulevard to match and tie-in with the existing 4-lane typical section at Madeline Avenue heading north to Beville Road. The purpose of the project is to increase the capacity of the existing corridor. Only the roadway improvements within Williamson Boulevard right-of-way will be part of the County's project and will include widening the existing bridge (Bridge No. 794095) over I-95 to accommodate this corridor widening project. Modification to full median openings at Town Park Drive, Willow Run Boulevard, McGinnis Avenue/Hockney Court, and Town West Boulevard will be required. Consideration shall be given to leaving the existing bridge (Bridge No. 794095) in place, reconfigure the existing lane striping to accommodate two traffic lanes and shoulders for northbound traffic along Williamson Boulevard and construct a new bridge on the west side of the existing bridge to accommodate two traffic lanes and shoulders for the southbound traffic along Williamson Boulevard. In addition, extensive coordination is to be anticipated with FDOT District Five for review of all construction related documents.
