About this opportunity

Volusia County is requesting statements of qualifications for professional design services for the Dirksen Drive (CR 4162) widening project from US 17/92 to Sunrise Boulevard, with proposals due July 23, 2026 at 3:00 PM and written questions due July 9, 2026. Respondents must be FDOT pre-qualified in Minor Highway Design and maintain at least one Florida-licensed Professional Engineer on the prime firm's staff.

The scope spans two sequential phases: a Study Phase including corridor evaluation, updated traffic counts, topographic and boundary surveys, Level B utility investigations, right-of-way mapping, traffic engineering and operational modeling, preliminary drainage and environmental assessments, and geotechnical investigation; and a Design Phase delivering complete construction contract plans, specifications, and special provisions for a three-lane undivided typical section (11-foot travel lanes, 12-foot two-way continuous left-turn center lane, 6-foot sidewalk on the north side, minimum 56-foot right-of-way width). Design services include roadway and pavement design, grading and drainage, stormwater management, signing and markings, temporary traffic control, utility coordination, geotechnical support, survey and mapping, environmental permitting, public involvement, and post-design services. All work must comply with FDOT Design Manual, Florida Greenbook, FDOT Drainage Manual, and County standards. Volusia County's Right-of-Way Office will handle all property acquisition and negotiations separately.

The estimated project value is $1 million, entirely funded by Volusia County. The contract term is two years or until project completion, whichever occurs later, with renewal at County discretion. Compensation is structured as a fixed fee or guaranteed maximum not-to-exceed amount. The County will evaluate proposals under a Competitive Criteria-based Negotiated Acquisition (CCNA) process with Phase 1 written criteria weighted as: technical qualifications and staff expertise (25 points), project approach (35 points), similar experience (35 points), and financial stability (5 points). Short-listed firms—anticipated to be the top three—will present in Phase 2 (100 points). The County anticipates awarding one firm. Professional liability insurance with limits of $2 million per claim and aggregate is required, along with Workers' Compensation (statutory Florida coverage), Commercial General Liability ($1 million per occurrence / $2 million aggregate), and Auto Liability ($500,000 combined single limits). All insurers must carry A.M. Best rating A- or higher with Financial category VIII or greater. Coordination with the City of DeBary and FDOT is required. Proposals must be submitted electronically through the OpenGov platform; Tab 2 (project approach) is limited to nine pages or proposals will be deemed non-responsive.

Opportunity text

To alleviate the substantial congestion on Dirksen Drive during periods of high congestion on Interstate 4, capacity improvements were recommended particularly the widening of Dirksen Drive to a 3-lane
undivided typical section configuration. Widening to 3-lanes will accommodate extra traffic demand and provide some benefit during Interstate 4 incidents. Coordination with the City of DeBary and FDOT
is expected. The County ROW Office will complete all services related to ROW acquisition including negotiations with existing private property owners. This project will consist of two phases - A Study Phase followed by a Design Phase.
