About this opportunity
The St. Johns River Water Management District (SJRWMD) is seeking professional engineering services through a Request for Qualifications (RFQ) for the C-10 Water Management Area (WMA) project located in Brevard County, Florida. The procurement solicits an engineering firm to design, permit, and provide construction management services for a comprehensive water management infrastructure project. Specific project requirements include constructing 4 miles of a new high hazard earthen dam, modifying 4 miles of an existing U.S. Army Corps of Engineers earthen embankment, installing fixed discharge structures, and building a 300 cfs pump station within a 1,300-acre area. Respondents must demonstrate extensive experience with high hazard earthen dam projects, pump station design, and hold professional engineering licenses in Florida, with a focus on projects completed within the last 10 years. Key submission dates include a non-mandatory pre-submittal conference on March 18, 2025, proposal responses due by 2:00 p.m. on April 17, 2025, oral presentations by shortlisted respondents on May 14, 2025, and final rankings consideration by the District Governing Board on June 10, 2025.
The contract will initially expire on September 30, 2027, with an option to renew for one or more two-year terms. The project's estimated budget is $8,500,000, funded through state appropriations from the Florida Department of Environmental Protection's Resilient Florida Programs. Environmental objectives include restoring approximately 8 million gallons per day of average annual flow, increasing alternative water supply availability, and reducing nutrient loading to the Indian River Lagoon by at least 29,300 lbs/yr of Total Nitrogen and 1,300 lbs/yr of Total Phosphorus. The District has secured a separate professional engineering firm to serve as an Owner's Advisor to assist with evaluating qualifications and potentially procuring a Construction Manager At-Risk (CMAR) firm. While no specific set-aside designations were mentioned, respondents will be evaluated based on their technical qualifications, expertise in similar water management infrastructure projects, and ability to meet the complex engineering and environmental restoration requirements. Work will be accomplished through the issuance of individual Work Orders, with no guaranteed volume of work promised to the selected consultant.
