About this file
This document is a Request for Qualifications (RFQ 40988) issued by the St. Johns River Water Management District (SJRWMD) for design, permitting, and construction management services for the C-10 Water Management Area (WMA) project in Brevard County, Florida. The solicitation seeks an engineering firm to modify 4 miles of an existing federal earthen embankment and construct 4 miles of a new high hazard earthen dam, along with a 300 cfs pump station. Key dates include a non-mandatory pre-submittal conference on March 18, 2025, qualifications submissions due by 2:00 p.m. on April 17, 2025, oral presentations for shortlisted firms on May 14, 2025, and District Governing Board ranking consideration on June 10, 2025. The contract will expire on September 30, 2027, with options to renew for additional two-year terms.
The project is funded with an estimated budget of $8,500,000 from state appropriations, specifically the Florida Department of Environmental Protection's Resilient Florida Programs. The environmental objectives include restoring approximately 8 million gallons per day of average annual flow, increasing alternative water supply availability, and reducing nutrient loading to the Indian River Lagoon by at least 29,300 lbs/yr of Total Nitrogen and 1,300 lbs/yr of Total Phosphorus. Work will be accomplished through individual Work Orders, with no guaranteed volume of work promised. The District has also secured a separate Owner's Advisor to assist with qualifications evaluation and potentially procure a Construction Manager At-Risk (CMAR) firm. Respondents will be evaluated based on technical qualifications, experience with similar water management infrastructure projects, and ability to meet complex engineering and environmental restoration requirements.
