About this opportunity
The City of Durango is seeking design and engineering services for the 160 West Waterline Replacement Project located in La Plata County, Colorado. The procurement is structured as a Request for Qualifications and Proposal (RFQ/P) targeting professional services providers specializing in water infrastructure design. The project involves designing approximately 7,000 linear feet of new water transmission line along the SH160 West corridor, serving the Twin Buttes Pressure Zone and other regional pressure zones. Key project objectives include replacing aging infrastructure, addressing utility conflicts, navigating complex property constraints, and designing a water main that can accommodate current and future growth needs while ensuring adequate fire protection. The evaluation process will utilize a 100-point scoring matrix assessing team qualifications, project experience, technical approach, project schedule, and unique differentiating characteristics. A mandatory pre-proposal meeting and optional site visit are scheduled for July 14, 2025, at 10:00 am MST, with electronic proposal submissions due by August 5, 2025, at 3:00 pm MST. The City anticipates interviewing 1-3 shortlisted firms and potentially awarding a contract in September 2025.
While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned in the documents, the City reserves the right to reject any proposals and negotiate with the most qualified firm. The project involves replacing existing water infrastructure along the US 160 corridor, with detailed construction plans prepared by Souder, Miller & Associates in March 2023 showing specific technical specifications for waterline installation. The design will incorporate 10-inch PVC pipes, gate valve installations, and complex connection details for existing utility infrastructure. Although no specific budget range is provided, the project involves substantial municipal infrastructure improvement with comprehensive engineering requirements. The selected firm will be responsible for creating detailed design plans that meet City of Durango Public Works Department standards, addressing technical challenges such as subsurface congestion, limited buildable space, and high-traffic conditions along the project corridor.
