About this file
This Request for Qualifications and Proposal (RFQ/P) is issued by the City of Durango, Colorado, seeking design and engineering services for the 160 West Waterline Replacement Project (Project #1151). The project involves designing a new water transmission line along the SH160 West corridor to serve the Twin Buttes Pressure Zone and other pressure zones, with approximately 7,000 linear feet of water main and associated water services to be replaced. The mandatory pre-proposal meeting and optional site visit are scheduled for July 14, 2025, at 10:00 am MST, with proposals due electronically by August 5, 2025, at 3:00 pm MST. The City anticipates selecting 1-3 shortlisted firms for interviews, with a potential contract award in September 2025.
The project presents several design challenges, including aging infrastructure, utility conflicts, subsurface congestion, complex property constraints, limited buildable space, and high-traffic conditions. Key project goals include appropriately sizing the new line to meet current and future growth needs, ensuring adequate fire protection, and integrating existing upgraded segments. The selection process will evaluate proposals based on a 100-point scoring matrix covering areas such as team qualifications, project experience, approach, schedule, and differentiating characteristics. The City reserves the right to reject any proposals and negotiate with the most qualified firm, with a focus on finding a highly capable engineering team to collaborate transparently throughout the waterline design process.

II. OWNER’S BACKGROUND & PROGRAM INFORMATION
A. OWNER BACKGROUND
Founded in 1880, the City of Durango is a thriving experience-based, business-friendly, family-oriented town located in La Plata County. Being in southwestern Colorado, the town of 19,500 people is located close to the Mesa Verde National Park and adjacent to the San Juan National Forest. The location extends many opportunities to enjoy world-class cultural and recreational amenities both within the City of Durango and through easy access to the surrounding regions. Durango’s ease of access comes from its location in the cross section of four highways extending in each of the four cardinal directions. Visitors can also access the city through the nearby Durango-La Plata County Airport.
The 160 West corridor has seen significant growth in the last 20-year period, with the addition of Twin Buttes development, as well as properties being renovated for domestic and commercial use.The Bid Documents and any Addenda issued contain the provisions required for the construction of the Project. Information otherwise obtained from an officer, agent or employee of the Contracting Agency, or any other person shall not affect the risks or obligations assumed by the Contractor or relieve him from fulfilling any of the conditions of the contract.
B. PROJECT DESCRIPTION & SCOPE
The City of Durango (Owner) is soliciting engineering services for the design of a new water transmission line along the SH160 West corridor. This new line will serve the Twin Buttes Pressure Zone and portions of other pressure zones within the City. The selected firm shall prepare comprehensive design plans for the replacement of approximately 7,000 linear feet of water main and all associated water services.

160 West Waterline Replacement (RFQ/P) Page 4 of 12 rev 6/24/2025
Project Goals:
• Capacity: The new line must be appropriately sized to meet current needs and anticipated future growth within the SH160 West corridor.
• Fire Protection: Design considerations must include adequate flow for fire protection throughout the corridor.
• Integration: The project will incorporate existing upgraded segments that have already been constructed as part of recent development projects in the area.
Project Challenges:
• The SH160 West corridor poses several significant design and construction challenges, including:
• Aging existing infrastructure
• Utility conflicts and subsurface congestion on both sides of the highway
• Complex property and land use constraints
• Limited buildable space
• High-traffic conditions on a major arterial roadway
Design Considerations:
• A hydraulic analysis must be conducted or updated to inform appropriate sizing and performance of the transmission line. The current model was last updated over 20 years ago. The model should address both commercial and residential use, as well as the City’s need for appropriate fire flows in the Twin Buttes pressure zone, while the Wildcat tank is offline for rehabilitation.
• The design alignment should evaluate alternative routes to improve constructability and reduce costs, due to the high density of existing subsurface utilities.
• All necessary subsurface utility investigation (SUE) work is to be conducted/subcontracted by the design firm awarded.
Reference Materials:
• A previous design effort reached 100% design for the segment between Roosa Avenue and the Tech Center. Although that design was deemed too costly to construct, it may serve as a reference for design parameters, alignment challenges, and utility conflicts. - Exhibit A
