About this opportunity
The Town of Redding, Connecticut is requesting proposals for design and engineering services to stabilize and reconstruct Poverty Hollow Road following a July 21, 2026 washout that undermined a roadway section south of Bridge 05322, with proposals due August 27, 2026 at 11:00 a.m.
The scope encompasses engineering design, survey work, environmental permitting, right-of-way coordination, and construction administration to restore two-lane traffic on this designated scenic road. The roadway crosses the Aspetuck River at Bridge 05322, which drops into a gorge; repair planning must account for the scenic road designation. The Town has implemented alternating one-way traffic as a temporary measure and seeks firms capable of completing the full stabilization and reconstruction effort.
Evaluation will be primarily qualifications-based rather than cost-driven, with consideration given to specialized experience, technical competence, capacity to perform within a reasonable timeframe, knowledge of federal, state, and local procedures, past performance record, ability to communicate in public meetings, and clarity of presentation. Fee schedules must be submitted in a separate file to enable qualifications review without cost consideration. The Town reserves the right to invite selected firms for interviews before final award.
All vendors are eligible to respond. Prior to contract execution, the awarded firm must provide certificates of insurance including general liability of $1,000,000 per occurrence with $2,000,000 aggregate, automobile liability of $1,000,000, and professional liability of $500,000 per occurrence with $1,000,000 aggregate. The contract is subject to Connecticut state set-aside and contract compliance requirements and Connecticut's non-discrimination certification and equal opportunity employment practices.
Questions are due August 24, 2026 at 11:00 a.m. Proposals remain valid for 120 days from submission. Payment terms are Net 30 days from receipt of properly executed invoices. Contact Ginger Fiore, Office of the First Selectwoman, at 203-938-2002 or gfiore@reddingct.gov.
Opportunity text
On July 21, 2026 a localized washout of Poverty Hollow Road occurred during a heavy rainfall event, resulting in a section of the edge/underside of the roadway washing down a vertical slope. The washout location is south of Bridge 05322, which is located just south of the intersection of Poverty Hollow Road with Meeker Hill and Goodridge Roads. At the bridge, the Aspetuck River crosses beneath the road and drops into a gorge. As a result of the damage to the roadway, the Town has reduced traffic to an alternating one-way pattern. The Town of Redding is soliciting proposals from firms qualified to perform all engineering design, permitting, right of way, survey and construction administration services required to stabilize and reconstruct the undermined section of Poverty Hollow Road and restore two-lane traffic. Poverty Hollow Road is a designated scenic road and the scenic road designation must be considered as repairs are planned.
