About this file
This is a Request for Proposals (RFP) issued by the Town of Redding, Connecticut for professional engineering services related to the stabilization and reconstruction of Poverty Hollow Road. On July 21, 2026, a localized washout damaged a section of the roadway south of Bridge 05322, where the Aspetuck River crosses beneath the road and drops into a gorge. The Town has temporarily implemented alternating one-way traffic patterns and installed barriers to secure the compromised section. The selected firm will be responsible for providing comprehensive engineering design, survey work, environmental permitting, right-of-way coordination, and construction administration services to stabilize and reconstruct the undermined section and restore two-lane traffic. The project must account for Poverty Hollow Road's designation as a scenic road. Proposals must be submitted via email or USB drive to the Office of the First Selectwoman at 100 Hill Road, Redding, Connecticut 06896 by 11:00 a.m. on August 27, 2026. Proposals remain valid for 120 days from the submission deadline. The Town reserves the right to invite selected firms for interviews before making a final award determination.
The evaluation of proposals will be primarily based on qualifications rather than cost, with consideration given to specialized experience, technical competence, capacity to perform within a reasonable timeframe, knowledge of federal, state, and local procedures, past performance record, ability to communicate in public meetings, and clarity of presentation. Fee schedules must be submitted in a separate file to allow qualifications review without cost consideration. Selected firms may adjust fee proposals following interviews. Prior to contract execution, the awarded firm must provide certificates of insurance including general liability coverage of $1,000,000 per occurrence with $2,000,000 aggregate, automobile liability of $1,000,000, and professional liability of $500,000 per occurrence with $1,000,000 aggregate. The contract is subject to state set-aside and contract compliance requirements, and the firm must comply with Connecticut's non-discrimination certification requirements and equal opportunity employment practices. Payment terms are Net 30 Days from receipt of properly executed invoices, and the Town may terminate the contract for cause with seven days' written notice or for convenience with 30 days' advance notice.

I. PROJECT SPECIFICATIONS
I.1 INTRODUCTION
On July 21, 2026 a localized washout of Poverty Hollow Road occurred during a heavy rainfall event, resulting in a section of the edge/underside of the roadway washing down a vertical slope. The washout location is south of Bridge 05322. Bridge 05322 is located just south of the intersection of Poverty Hollow Road with Meeker Hill and Goodridge Roads. At the bridge, the Aspetuck River crosses beneath the road and drops into a gorge.
As a result of the damage to the roadway, the Town has reduced traffic to an alternating one-way pattern, installed a jersey barrier to block the compromised section of Poverty Hollow Road, and added curbing to the edge to limit the flow of water over the washout area.
