About this opportunity
Adams County, Colorado is seeking design-build services for an irrigation pump project at Riverdale Regional Park located in Brighton. The Request for Proposal (RFP) requires a comprehensive engineering solution to create a redundant irrigation system, with the selected contractor responsible for full design and implementation services. Specifically, the project involves designing and installing an additional irrigation pump that can split watering coverage or serve as a backup system. A mandatory pre-proposal meeting is scheduled for October 20, 2025, at 10:00am MT, with proposals due November 13, 2025, at 4:00pm MT through the Bidnet Direct System. Evaluation criteria will include professionalism, project understanding, schedule, specific project experience, project team qualifications, and pricing, with the county selecting the proposal offering the best overall value. The selected design-build team must provide comprehensive engineering services including structural and mechanical engineering, electrical design, permitting, construction administration, and site work. The contract will be a one-year agreement with options for two additional one-year renewals.
The RFP does not specify explicit set-aside designations or restrictions for disadvantaged business enterprises. The project budget is estimated at $500,000, with an anticipated completion date in Spring 2026. Contractors must meet extensive insurance requirements, including commercial general liability coverage of $2,000,000 aggregate and $1,000,000 per occurrence, automobile liability of $1,000,000 per accident, and workers' compensation insurance. Insurance must be obtained from licensed Colorado insurers with an A.M. Best rating of at least A-VII. The selected contractor will be required to provide performance and payment bonds, with the county withholding 5% retainage for contracts over $150,000. While pricing is a consideration in the evaluation, it is not the primary determining factor. The county reserves the right to negotiate with the top-ranked offeror and potentially other teams if initial negotiations are unsuccessful.
