About this opportunity

Guilford County Purchasing Department is requesting qualifications for design-build architectural design, engineering design, contract administration, and construction services for a kitchen annex at High Point Detention Center, with proposals due September 9, 2026, and a non-mandatory pre-proposal ZoomGov meeting scheduled for August 24, 2026.

The scope encompasses turnkey services from design through completion, including construction of a new annex kitchen to serve approximately 400 individuals, a new laundry facility, modifications to load-bearing walls, renovation of the existing kitchen, interior-finishes upgrades, a loading dock, ADA-compliant bathrooms, fire alarm and sprinkler system renovation, security-system upgrades (low-voltage wiring for alarms and cameras, door access control), evaluation and potential replacement of HVAC and plumbing components, and lighting-system upgrades. The facility (507 E. Green Drive, High Point, NC) was built in 1990 and must remain operational during work. All work must comply with North Carolina Building Codes and Department of Corrections regulations. The expected project schedule is approximately 18 months to completion.

The total project budget is estimated at $2.5 million. The selected Design-Builder must provide performance and payment bonds in accordance with North Carolina General Statutes Article 3, Chapter 44A.

Selection is weighted as follows: Ability to execute work comparable in size, complexity, and scope (30%); Experience with facilities licensed by the Department of Corrections (25%); Adherence to cost and schedule on previous projects (15%); Experience with Design-Build project delivery in the Public Sector (15%); and Proximity to and familiarity with the project location and ability to recruit local laborers (15%). Questions are due August 31, 2026, at 2:00 p.m. Eastern Time. Respondents must register in Guilford County's Vendor Self Service System, submit organizational charts, relevant experience, references, and required notarized attachments (Information Sheet, Addendum Acknowledgement, E-Verify Affidavit, Non-Collusion Affidavit, and W9 Form). This is a rebid (Bid Number 20329, REBID #2) following a previous unsuccessful solicitation.
