About this opportunity

The New York State Office for People with Developmental Disabilities (OPWDD) is issuing a Request for Quotes for design services related to a residential bathroom renovation project at Malmstrom IRA located in Greene County. The procurement seeks a design vendor to provide comprehensive design services including all demolition work, construction documents, and specifications for a bathroom renovation featuring epoxy floors, a curbless shower, and ADA-compliant fixtures throughout. The design vendor must conduct an initial site visit, prepare detailed construction drawings and specifications in compliance with 14 NYCRR 635 Subpart 635-7, 19 NYCRR 1201 and 1204, OPWDD specifications, NFPA 101 Life Safety Code, 2025 New York State Building Codes, and NYS Environmental and Energy Code regulations. Deliverables include Adobe PDF and CAD files with construction details, material descriptions, dimensions, profiles, finishes, schematics, and product specification cut sheets submitted at three intervals: 60% completion with rough construction estimates based on prevailing wage, 90% completion, and 100% completion issued for permitting with signed and stamped drawings by a licensed professional. The vendor must also provide two sets of 24" x 36" blueprints and a probable construction cost estimate based on current pricing and prevailing wage tables. Proposals are due May 22, 2026, by 5:00 PM, with quotes remaining valid for 90 days after the bid due date.

All contractors and subcontractors must register with the New York State Department of Labor under Labor Law Section 220-i, and prevailing wage requirements apply to all work. Bidders must submit separate pricing for the complete design work and for each of up to three site visits for inspection purposes as the designer of record, with all pricing including labor, materials, equipment, supplies, travel time, mileage, and ancillary costs. Proposals must include company information such as Federal ID number, New York State SFS Vendor ID number, and certification of Minority or Woman-owned business status if applicable. No specific budget range or award value is listed in the procurement documents, though the probable construction cost estimate and prevailing wage requirements suggest a substantial project scope. No incumbent vendor information or existing technology integration requirements are identified in the available documentation. Internal construction permitting will be completed by OPWDD following design submission, with the design vendor responsible for providing all labor and materials necessary to complete the comprehensive design services.
