About this opportunity

The Washington State Department of Enterprise Services (DES) is conducting a Request for Qualifications (RFQ) for On-Call Architectural Consultants serving the Eastern Region during the 2025-2027 biennium. This procurement seeks architectural service providers for planned and unplanned projects across jurisdictions east of Longitude 121 00'00" West, which includes multiple counties such as Franklin, Grant, Chelan, Yakima, and others. Qualified consultants will be selected through a two-phase evaluation process consisting of a Statement of Qualification (SOQ) assessment and subsequent oral interviews. The RFQ requires detailed submissions demonstrating professional architectural capabilities, with proposals due by 2:00 PM PT on March 24, 2025. Virtual informational meetings are scheduled for March 12, 2025, to provide additional context and answer potential questions. Consultants must be prepared to handle project-specific agreements with a maximum value of $300,000, limited to single project engagements, and fees will be negotiated using the Office of Financial Management (OFM) Guidelines for Determining Architect/Engineer Fees for Public Works Building Projects.

The state demonstrates a strong commitment to diversity by encouraging submissions from small businesses, minority-owned, women-owned, and veteran-owned businesses. Selected consultants will be required to register in the DES Diversity Compliance program B2GNow for payment reporting purposes. While the RFQ does not guarantee a minimum number of projects or earnings during the biennium, it provides an opportunity for architectural firms to be included on a roster of qualified consultants. The state reserves the right to increase the number of consultants on the roster throughout the biennium, maintaining flexibility in project assignments. Fee negotiations will be conducted using the OFM Guidelines effective July 1, 2025, ensuring a standardized approach to compensation. The procurement covers the entire Eastern Region, offering broad geographic opportunities for architectural consulting services across numerous Washington counties and municipalities.
