About this opportunity
The South Dakota Department of the Military, through the State Engineer's office, is seeking electronic bids for the Duke Corning Armory Flooring Camp Rapid BLDG 100 project located in Rapid City, Pennington County. The procurement involves a comprehensive flooring renovation requiring the removal of approximately 13,650 square feet of existing carpet and 5,055 square feet of vinyl flooring, with subsequent installation of 7,715 square feet of luxury vinyl tile (LVT) and 10,990 square feet of carpet tiles across multiple facility spaces including classrooms, offices, locker rooms, mechanical areas, storage rooms, corridors, and an assembly hall. Bidders must submit electronic bids by September 18, 2025, at 3:00 PM CT, with an optional on-site pre-bid meeting scheduled for September 10, 2025, at 11:00 AM MT at the armory's south entrance. Contractors are required to provide flooring samples for owner selection, verify square footage, complete total floor and wall base removal, perform floor patching and leveling, and ensure proper material storage and acclimation. Bid security is mandatory, with bids over $100,000 requiring either a 5% certified check/cashier's check or a 10% bid bond from a surety authorized to do business in South Dakota.
The solicitation does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. The project timeline requires 150 consecutive calendar days for completion from the Notice to Proceed date, with substantial completion mandated by a specific date and final completion 14 calendar days thereafter. Liquidated damages are established at $800 per calendar day for delays in substantial and final completion. Contractors must comply with various state and federal requirements, including Build America, Buy America Act provisions, and recycled content guidelines. While specific budget ranges are not detailed, the comprehensive nature of the flooring replacement across multiple rooms suggests a significant project investment. Interested bidders can obtain project Plans and Specifications from Kelly Eitreim at the Department of the Military office, with contact information provided as 605-737-6273 or kelly.eitreim@state.sd.us. The South Dakota Department of the Military reserves the right to reject any or all bids and waive any irregularities in the bidding process.
