About this opportunity

The Kansas Department of Corrections (KDOC) is seeking proposals for a Juvenile Mentorship Program that will provide evidence-based, community-based alternatives to out-of-home placements for youth. The program will utilize advocates or mentors and wrap-around case management to work with youth and families with the goal of the youth remaining safely in the community and achieving individualized goals. The contract period is from November 1, 2024 through June 30, 2026, with three additional 12-month renewal periods. Proposals are due by April 11, 2024 at 2:00 PM CST. The successful vendor must be able to provide services statewide to all 105 Kansas counties across 31 judicial districts and accept all eligible youth referred from community corrections agencies and the Department for Children and Families. The RFP outlines specific service requirements, including programming, discipline policies, caseload management, data collection, and outcome measurement. Pricing should include an hourly rate for supported work services.

The state is interested in funding a program with realistic goals and a process to measure outcomes, and is open to evidence-based practices from other states. Bidder preference programs are available, including for Disabled Veteran Owned Businesses. Bidders must also complete and submit several required forms related to boycotts, sexual harassment, and immigration. The state reserves the right to accept or reject any or all bids, and the contract will be awarded to the bidder determined to be the most advantageous to the state.
