About this file

This document is an amendment to a Request for Proposal (RFP) issued by the Kansas Department of Corrections (KDOC) for the Department of Corrections Juvenile Mentorship Program. The amendment provides answers to submitted questions regarding the program, including the estimated number of hours required for specific trainings, the estimated number of youths to be served annually, and the existing program's history. The RFP seeks proposals to provide evidence-based, community-based alternatives to out-of-home placements for youth, utilizing advocates or mentors and wrap-around case management. The program is intended to be available statewide, with the goal of youth remaining safely in the community and achieving individualized goals. The RFP closing date is April 11th, 2024, at 2:00 PM CST.

The program is state-funded and does not have any federal dollars. The state is interested in funding a program with realistic goals and a process to measure outcomes, and is open to evidence-based practices from other states. The program is not court-ordered, but the state aims to have a credible mentor provider to support the services recommended by House Bill 2021.

Q2: Is there an estimate of how many youths will be served annually under this contract?

A2: The goal is to expend mentorship in the upcoming year. In fiscal year 2022 and 2023 the coverage was limited only covering 7 judicial districts. In those district 109 referrals were received in the combined years.

Q3: Is there a breakdown of how many youths will be served annually by region?

A3: In the past two fiscal years 109 referrals have been received. The breakdown of these referrals in the past two fiscal years are as follows:

7th JD - Douglas County- 5

8th JD - Dickinson, Geary, Marion, and Morris Counties-10 10th JD - Johnson County-12

18th JD - Sedgwick County-75 29th JD - Wyandotte County-7 Crawford County, 11th JD, Clay, and Riley Counties, 21st JD also received coverage in the last fiscal years but neither of these agencies obtained referrals.

Q4: Is this a de novo program or does it already exist in the State? If it already exists how many years has this program been in place?

A4: Kansas currently contracts with a provider and has since January 2020. New programs with the correct focus are welcome.

Q5: How many youths and families does the state estimate will need this service in a given year?

A5: In review of the Kansas Department of Correction Dashboard, Juvenile Report Home Page over 15,000 juveniles interacted with justice professionals in fiscal year 2023. 774 youth were under supervision including youth post release from incarceration. 11,790 youth were involved through intake at some level.

2,632 youth were involved in a program to divert future criminal involvement.

Event ID: EVT0009607

Q6: Will this be a court-ordered service?

A6: This is not court ordered. House Bill 2021 does recommend all needed services be available to youth. It is important to have a creditable mentor provider to support this bill.

Q7: Are there portions of the state where there is a higher concentration of these individuals that should be targeted initially (e.g. Wichita, Kansas City, Topeka)

A7: The expectation is for services to be available statewide.

Q8: With regards to fidelity, does the state already have a preferred Evidenced Based Practice already identified?

A8: Some of the emerging practices can be collected from MENTOR, 2005 or Coaching Packet:

Building Offenders’ Community Assets Through Mentoring, Authored by: Rachelle Giguere, Center for Effective Public Policy, 2009. The preference in what program is deployed is only that the efforts key steps in designing and implementing successful offender mentoring programs as well as evaluation of the program be well designed and able to be measured.

Q9: Could the state clarify the expectations for intake? Is it 48 hours or 48 business hours?

A9: Two business days is the expectation for intake.

Q10: What is the expectation of the winner of this bid regarding interacting with the Community Mental Health System in Kansas?

A10: The expectation of all vendors is to understand the importance of collaboration. A key element to youth being successful in the community is effective collaboration. Mentoring and Mental Health leaders must be able to work collaboratively with others in order to develop and implement an action plan for change.

Leaders must have a vision for an approach to their work, and the necessary qualities work toward that vision.

Q11: Is this program funded completely through State General Funds or are there federal dollars as well?

A11: This program is state funded.

Q12: Is the state trying to replicate something that has worked well in another state and if so would you please identify them?

A12: There are many valid programs that support evidence-based practices. Kansas is very interested in funding a program that has realistic goals and a process to measure outcomes as well as the ability to present the program statewide.
