About this opportunity

The Florida Department of Children and Families (DCF) is seeking to procure timekeeping billing services compatible with its current Kronos vendor for three state-funded Mental Health Treatment Facilities (MHTF) - Florida State Hospital, Northeast Florida State Hospital, and North Florida Evaluation and Treatment Center. The required services include cloud hosting and licenses for the 3,000 full-time equivalent employees at the facilities. DCF intends to utilize a single-source procurement method to contract with Immix Technology, Inc. as the sole known vendor capable of integrating the Kronos timekeeping data with the state's People First payroll system. This integration is critical, as without Immix, the timekeeping and billing functions would not translate to the payroll system used to generate employee paychecks. The intended contract is for $168,000 per fiscal year and will be awarded without a competitive procurement process due to the urgency and lack of time to implement a new system before the current solution expires.

There are no set-aside designations or restrictions on the types of organizations that can respond to this opportunity. Immix Technology, Inc. is the incumbent vendor, having previously secured a contract through a GSA Schedule 70 procurement, which is no longer available. The state has confirmed that Immix is the only known vendor nationally, regionally, or locally that can provide the unique integration between Kronos and People First required for this application.

7/6/2022: PUR 7778, Notice of Intended Decision posted.

The Office of Substance Abuse and Mental Health (SAMH) -State Mental Health Treatment Facilities intends to utilize the Single Source method of procurement to contract with Ultimate Kronos Group (UKG). UKG is the current employee timekeeping software used by the State Mental Health Treatment Facilities (SMHTF). SMHTF is composed of: Florida State Hospital (FSH), Northeast Florida State Hospital (NEFSH), and North Florida Evaluation and Treatment Center (NFETC), referred to as the Facilities. Kronos tracks the time of 3,000 employees and 300 managers at the Facilities. In order for the time to be translated into People First, Immix is needed to bridge the data between Kronos and People First. There are licenses for every Full-time Equivalent (FTE) assigned to the SMHTFs. Immix provides cloud hosting for the data generated by the SMHTFs and provides the licenses that are assigned to the FTEs. Without Immix there would be no translation of the hours from Kronos to People First. The data in People First is used by state payroll to create paychecks for our employees.

Research indicates the industry has no other known vendors nationally, regionally, or locally that can provide this unique bridge for data between Kronos and People First. Additionally, consultation with our Kronos Administrator has concluded that the only known vendor to work with UKG is Immix. Without Immix the billing and timekeeping functions will not bridge the information to People First, which is used to generate employee paychecks.
