About this file
This document is a Notice of Intended Decision to Enter into a Single Source Contract posted by the Florida Department of Children and Families. The agency intends to contract with Immix Technology, Inc. to provide timekeeping billing services for the three State funded Mental Health Treatment Facilities (SMHTF) which include Florida State Hospital, Northeast Florida State Hospital, and North Florida Evaluation and Treatment Center. The services include cloud hosting and licenses for the 3,000 full-time equivalent employees at the facilities. The justification for the single source procurement is that Immix is the only known vendor that can bridge the data between the current Kronos timekeeping system and the state's People First payroll system. Without Immix, the timekeeping and billing functions would not integrate with the payroll system.
The intended contract is for $168,000 per fiscal year. Research has indicated there are no other known vendors nationally, regionally, or locally that can provide the unique integration between Kronos and People First required for this application. The contract will be awarded without a competitive procurement process due to the urgency and lack of time to implement a new system before the current solution expires.

Justification for Single Source Purchase (what is necessary and unique about the commodity, contractual service, or source; steps taken to confirm unavailability of competition, as appropriate):
The Immix bridge is already in place, having already been previously procured through and GSA
Schedule 70 as an alternative contract source (ACS). The Department expected to again license the software by that procurement method. The availability of Immix though an ACS was recently terminated. The Department now has no time to competitively procure. Consultation with our
Kronos Administrator has concluded that the only known vendor to work with UKG is Immix.
Without Immix the billing and timekeeping functions will not bridge the information to People
First, which is used to generate employee paychecks. Even if procurement were possible there is not time to implement a new system. Therefore, Immix is the only possible solution that can be in place in time.
