About this opportunity
The Massachusetts Department of Environmental Protection is seeking to establish a pre-qualified list of consulting engineering firms from the Office of State Purchasing's statewide PRF77 contract (Category D5 — Permitting and Reporting, Water and Wastewater, and Category F — Environmental Strategy) to conduct drinking water infrastructure assessments for approximately 42 public water systems in Massachusetts, with quote submissions due August 31, 2026 at 5:00 p.m. Eastern Time.
Bidders must commit a minimum of 1 percent of contract sales to partnering with Supplier Diversity Office-certified diverse businesses or non-profit organizations, with at least 25 percent of evaluation points allocated to the Supplier Diversity Plan.
The scope encompasses planning, design, cost estimation, infrastructure assessment, capital improvement plan preparation, and asset management plan development for drinking water treatment, storage, and distribution systems under the EPA's 2026 Drinking Water Infrastructure Needs Survey and Assessment. Work must be completed within six months of EPA survey commencement, with draft surveys due by December 30, 2026 and revised submissions required within two weeks of MassDEP feedback. Bidders must submit a Statement of Qualifications Narrative (10 pages maximum), Business Profile (5 pages maximum), three references using the OSD standard form, and a Supplier Diversity Plan.
The estimated total contract value is $325,000, contingent on funding availability and actual survey assignments. Compensation is $11,000 per fully completed new survey and $7,000 per updated survey for previously surveyed water systems, with 50 percent payment upon submission of draft documentation and 50 percent upon EPA final review and acceptance. The initial contract term is one year with one option to renew for an additional twelve months, for a total maximum duration of three years. The contract is restricted for use by MassDEP only and does not guarantee any specific purchase volume.
Written questions are due August 10, 2026 at 5:00 p.m., with official answers published by August 12, 2026. Notification of successful bidders is estimated for September 7, 2026, with a contract start date of September 28, 2026. All submissions must be made electronically through COMMBUYS and must comply with Executive Order 515 regarding environmentally preferable products and services.
