About this file

This document contains responses to bidder questions regarding a Request for Qualifications (RFQ) issued by the Massachusetts Department of Environmental Protection (MassDEP) under the Executive Office of Energy and Environmental Affairs. The RFQ seeks to establish a pre-qualified list of consulting engineering firms from the Office of State Purchasing's statewide PRF77 contract to conduct drinking water infrastructure assessments for approximately 42 public water systems in Massachusetts. Firms may be prequalified under either Category D5 (Permitting and Reporting - Water and Wastewater) or Category F (Environmental Strategy), or both. The specific list of public water systems to be surveyed had not been finalized by the U.S. EPA at the time of these responses. Quote submissions were due August 31, 2026 at 5:00 p.m. Eastern Time, with written questions due August 10, 2026. Notification of successful bidders was estimated for September 7, 2026, with a contract start date of September 28, 2026. The initial contract term is one year with one option to renew for an additional twelve months.

The Commonwealth of Massachusetts requires a minimum 1 percent Supplier Diversity Program (SDP) commitment for all contract awards, with no waivers permitted regardless of contract scope. The SDP office provides assistance for bidders in meeting this requirement and maintains a business directory of certified diverse vendors. Bidders must submit a Statement of Qualifications Narrative (10 pages maximum), Business Profile (5 pages maximum), three references using the OSD standard form, and a Supplier Diversity Plan. Key Personnel resumes may be submitted as an appendix and do not count toward the 10-page limit. The estimated total contract value is $325,000, contingent on funding availability and actual survey assignments, with compensation at $11,000 per fully completed new survey and $7,000 per updated survey. Payment is structured at 50 percent upon submission of draft documentation and 50 percent upon EPA final review and acceptance, with draft surveys due by December 30, 2026.

Engineering Services to Gather Infrastructure Assessments for the Federal Drinking Water Infrastructure Needs Survey and Assessment RFR Responses to Questions

Question 1:

Can a firm pursue this opportunity if they are prequalified under Category F only, or must firms be prequalified under both Category F and Category D5 (Permitting and Reporting - Water and Wastewater) to be eligible?

Response:

Yes, a firm can pursue the opportunity if they are prequalified under only one of the two categories (i.e., under either Category D5 (Permitting and Reporting – Water and Wastewater) or Category F (Environmental Strategy)).

Question 2:

Can MassDEP provide the list of the 42 public water systems/communities anticipated to be surveyed, if available?

Response:

The list of public water systems/communities to be surveyed is not available yet. The U.S. EPA has indicated to MassDEP that the Department will be required to survey 42 Public Water Suppliers, but the Department has not yet received the final list.

Question 3:

The RFR states that, "The minimum acceptable Total SDP Commitment in response to this solicitation shall be 1%." Would you be willing to waive the SDP requirement for this proposal due to the narrow scope of the contract?

Response:

The Commonwealth of Massachusetts SDP Policies for Goods and Services Procurement does not allow the awarding of contracts without the 1% commitment.

The SDP office can assist in meeting 1%. Email them at sdp@mass.gov. There is also a Frequently Asked Questions for bidders on the SDP webpage that may be helpful: https://www.mass.gov/doc/sdp-frequently-asked-bid-questions/download Bidders can also browse the business directory to find vendors to partner with: https://www.diversitycertification.mass.gov/BusinessDirectory/BusinessDirectorySearch.aspx

Question 4:

We don't see the required forms attached to this solicitation. Could you please provide the required forms referenced in the RFR, including the OSD Business Reference Form, SDP Plan Spreadsheet/Form, Prompt Payment Discount (PPD) Form, and the other "Commonwealth Standard Forms"?

Response:

They have been attached.

Question 5:

Section 3.1.1 requires inclusion of Key Personnel resumes as part of the Statement of Qualifications Narrative, which has a 10-page limit. Do Key Personnel resumes count toward the 10-page limit? If not, may resumes be submitted as an appendix?

Response:

Yes, resumes can be submitted as an appendix and do not count towards the 10-page limit in the Statement of Qualifications Narrative. The RFR has been revised to reflect this.
