About this opportunity
The Commonwealth of Massachusetts, through the Massachusetts Department of Environmental Protection (MassDEP), intends to solicit bids from qualified analytical laboratories to perform testing for per- and polyfluoroalkyl substances (PFAS), an emerging contaminant, that may be entering public and private water supplies in the Commonwealth. MassDEP's bid will seek laboratories capable of performing PFAS analyses following US EPA Methods 537 or 537.1, achieving a minimum reporting level of 2 ng/L, and providing results via MassDEP's electronic reporting system. This contract opportunity is expected to continue through June 30, 2021 and will involve sampling approximately 1,700 public water systems with 3,164 public water system sources, as well as a selected number of the 100,000+ private wells in the Commonwealth. Pricing will be on a fee-for-service basis, with contractors required to submit all-inclusive pricing that includes the cost of sampling kits, analysis, and shipping.
The contract opportunity has set-aside requirements for the Commonwealth's Supplier Diversity Program, which include commitments from the prime bidder to spend a certain percentage of contract sales with certified minority-owned, women-owned, veteran-owned, service-disabled veteran-owned, and LGBTBE businesses. The actual Bid documents are expected to be posted on or before December 31, 2019, and the RFR will require an online Quote submission via COMMBUYS. MassDEP reserves the right to further negotiate pricing with prequalified contractors on a project-by-project basis, and the initial contract term is two years with two optional two-year renewals, for a maximum of six years.
