About this file

This document is a World Trade Organization (WTO) Intent to Post Notice from the Massachusetts Department of Environmental Protection (MassDEP) regarding a Request for Response (RFR) to secure qualified analytical laboratories to perform testing for per- and polyfluoroalkyl substances (PFAS), an emerging contaminant, that may be entering public and private water supplies in the Commonwealth of Massachusetts. The RFR will seek laboratories capable of performing analyses following the quality assurance and quality control requirements of US EPA Methods 537 or 537.1, achieving a minimum reporting level of 2 ng/L for key PFAS compounds, and providing results via MassDEP's electronic reporting system. It is anticipated that this program will continue through June 30, 2021 and will involve sampling approximately 1,700 public water systems with 3,164 public water system sources, as well as a selected number of the 100,000+ private wells in the Commonwealth. The actual Bid documents are expected to be posted on or before December 31, 2019 as an amendment to the COMMBUYS bid listed.

The RFR will require an online Quote submission via COMMBUYS. Pricing terms, set-asides, funding requirements and sources, and other salient details will be included in the full Bid posting. Bidders are advised to monitor the COMMBUYS site for any amendments to this announcement and the complete Bid posting when available.
