About this opportunity
The Massachusetts Department of Environmental Protection (MassDEP), acting on behalf of the Executive Office of Energy and Environmental Affairs (EEA), is seeking the services of a qualified contractor or consulting firm with expertise in all aspects of nuclear power generation facility decommissioning. The selected contractor will provide site assessment, facility demolition, site remediation design, and other environmental support services related to the expedited decommissioning of the Pilgrim Nuclear Power Station, which is scheduled to close in June 2019. The contractor will also be required to provide specialized technical services and recommendations to EEA in conjunction with the negotiation and execution of a comprehensive Memorandum of Understanding with the current facility owner. The evaluation criteria will focus on the bidder's qualifications, responsiveness to the scope of service, cost proposal, and supplier diversity program, which must comprise no less than 10% of the overall evaluation. Bids are due by December 5, 2018, and the estimated contract start date is December 31, 2018, with an initial duration of one year and two one-year renewal options.
The RFR allows for the use of subcontractors, and no one on the Strategic Source Team may provide a reference. EEA/MassDEP reserve the right to request a Best and Final Offer from bidders. The RFR does not specify an estimated contract value, but indicates the anticipated level of effort is in the range of 400-600 hours over the initial one-year contract term. The procurement has a Supplier Diversity Program requirement, and bidders must commit to spending a specific percentage of sales derived from the contract with certified Minority/Women-Owned Business Enterprises, Veteran Business Enterprises, Disability-Owned Business Enterprises, and other designated disadvantaged enterprises. There is no incumbent contractor, and the contract will be issued by the Commonwealth of Massachusetts.
