About this file
The document is a set of questions and answers from the November 9, 2018 Bidders' Conference for the Nuclear Decommissioning and Remediation Support Services Request for Response (RFR) issued by the Massachusetts Department of Environmental Protection (DEP) and the Executive Office of Energy and Environmental Affairs (EOEEA). The RFR seeks the services of a qualified contractor/consulting firm to provide expertise in all aspects of Nuclear Power Generation Facility Decommissioning. The RFR does not provide an estimated value but indicates the anticipated level of effort is in the range of 400-600 hours over the initial one-year contract term. The use of subcontractors is allowed, but all key personnel must be qualified. Key personnel located outside the immediate area will not be detrimental to the scoring as long as they are available for in-person meetings in Massachusetts as needed. A list of the Bidders' Conference attendees will be posted on COMMBUYS along with the presentation materials.
The RFR does not have an incumbent contractor, and there are no similar ongoing reports or submittals related to the scope of work. Bidders are directed to publicly available information from the Nuclear Regulatory Commission and the current facility owner, Entergy, regarding the Pilgrim Nuclear Power Station decommissioning. No pricing terms, set asides, funding sources, or other salient financial information are provided in the document.

1. Will you provide a list of all companies that attended the RFR bidders’ conference (in person and on the phone)?
a. Yes, the list of attendees will be posted on COMMBUYS along with the PowerPoint presentation that was given at the conference.
2. Since an estimated value was not provided, can you provide some feedback on the anticipated level of effort in terms of hours?
a. An estimated number of hours is in the range of 400-600 hours over the initial term of the contact, which is currently set for one year.
3. Will the use of subcontractors have any detrimental effect on how a RFR submittal is scored?
a. The use of subcontractors is not detrimental to the bid; however, all key personnel must be qualified to perform the scope of services that are specified in the RFR.
4. Will the use of key personnel not located in the immediate area effect the scoring of the RFR?
a. Key personnel outside of the immediate area will not be detrimental to the scoring of the RFR, but they must be available for in person meetings in Massachusetts on an as needed basis, as well as attend other key meetings (i.e. NRC hearings). Additionally, according to section 3.5.c of the RFR, all bidders should list all reasonable projected travel costs for personnel to the extent feasible.
