About this file
This document is a Request for Response (RFR) issued by the Executive Office of Energy and Environmental Affairs (EOEEA) of the Commonwealth of Massachusetts, acting through the Department of Environmental Protection (DEP), seeking the services of a qualified contractor with expertise in nuclear power generation facility decommissioning. The selected contractor will provide site assessment, facility demolition, site remediation design, and other environmental support services related to the expedited decommissioning of the Pilgrim Nuclear Power Station, which is scheduled to close in June 2019. The RFR outlines an estimated procurement calendar, including the bid release date, bidders conference, question submission deadline, and response due date of December 5, 2018 at 4:00 PM. The evaluation criteria focus on the bidder's qualifications, scope of services, supply diversity program, and cost proposal, with the supply diversity program comprising no less than 10% of the overall evaluation. EEA/DEP may award to more than one qualified contractor.
The RFR allows for subcontracting, and no one on the Strategic Source Team may provide a reference. EEA/DEP reserve the right to request a Best and Final Offer (BAFO) from bidders. The contract start date is estimated to be December 31, 2018.
