About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids for dental services at the Lubbock State Supported Living Center, with proposals due September 2, 2026 at 10:30 a.m. Central Time and questions due August 25, 2026 at 1:00 p.m. Central Time.
The contractor must hold either a DDS or DMS degree in dentistry with a minimum of five years of relevant experience, current Texas State Board of Dental Examiners certification, and anesthesia certification. The dental office must be located within 15 miles of the facility at 3401 North University Ave, Lubbock, TX 79415. Services encompass comprehensive general dental care, emergency dental services, anesthesia, conscious sedation, and evaluations for approximately 10–15 residents monthly, totaling 202 service instances annually. All supplies and related expenses must be included in pricing.
Bidders must submit completed Exhibit C Pricing Sheet (firm, fixed prices), Exhibit A HHS Solicitation Affirmations (pages 1–13), Exhibit D Bidder Reference Form with minimum three verifiable references for similar contracts within the last five years, State of Texas Medical Board dental and anesthesia certifications, current CPR certification, Exhibit F Form 4109 (if applicable for Texas Identification Number), evidence of financial capability and solvency, and signed Addendum Acknowledgement Forms if issued. Failure to complete Exhibit C or Exhibit A results in disqualification. Responses must be submitted via mail or email to PCS.Bids@HHS.Texas.Gov; faxed submissions are non-responsive.
The contract begins upon award and expires August 31, 2027, with no renewal options but potential one-year extension at HHSC's discretion. The contractor must maintain workers' compensation ($1,000,000 limits), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), professional liability ($1,000,000), and umbrella liability ($1,000,000). Evaluation criteria emphasize ability to meet requirements, capacity to meet performance schedules, and pricing; HHSC will award for best value to the State of Texas, not necessarily lowest price. No volume, usage, or compensation is guaranteed. Bids must be submitted in US dollars. Physical in-person submissions may be delivered to 1100 W. 49th Street, Austin, Texas 78756, during business hours 8 a.m. to 5 p.m.
