About this opportunity

The City of Philadelphia Department of Health is requesting bids for dental equipment and installation services across multiple facilities under Bid B2625630, with quotes due January 28, 2026 at 10:30 AM through PHLContracts. A 10% local business entity (LBE) preference applies under Philadelphia Code Chapter 17-109, and mandatory site visits at two locations on January 13, 2026 are a condition of bid eligibility — failure to attend both inspections at Health Care Center #5 (9:00 AM) and Health Care Center #6 (12:00 PM) results in disqualification with no make-up visits permitted.

The scope encompasses 85 line items of dental equipment and accessories including operatory chairs with integrated lighting, high-speed handpieces, sterilization systems, digital imaging solutions, curing lights, capsule mixers, X-ray units, and chair-mounted accessories and isolation systems from manufacturers including Midmark, Dentsply, Benco, Air Techniques, Acteon, and SciCan. All items must be supplied; partial submissions are ineligible. Inside delivery and assembly are required at multiple locations during regular business hours, and all equipment must carry a minimum one-year warranty on parts and labor.

The estimated contract value is $1.398 million for the initial 12-month term. The contract is a requirements vehicle with no minimum purchase guarantee, renewable at the City's sole discretion for up to four additional one-year periods plus potential three-month extension periods. Bidders must furnish a performance bond equal to 100% of contract value and maintain workers' compensation and general and auto liability insurance at $1 million minimum each, with the City named as additional insured. Philadelphia prevailing wage requirements and 21st Century Minimum Wage and Benefits standards (Chapter 17-1300) apply. A non-mandatory pre-bid meeting is scheduled for January 8, 2026 at 1:00 PM via Zoom. Bidders must enroll in the City's Annual Bid Security Program ($100 non-refundable) and submit a $25 non-refundable Bid Processing Fee per quote. Quotes must be firm, fixed-price, FOB Destination, net of federal excise and Pennsylvania sales taxes. Contract awards over $34,000 require performance security, payment bond, Law Department approval, Finance Department certification, and Procurement Commissioner execution.
