About this file
This is a Seller Checklist document for the City of Philadelphia Procurement Department's PHLContracts system, outlining submission requirements for Services, Supplies, and Equipment (SS&E) bids, including the Dental Equipment and Installation opportunity. The checklist establishes a comprehensive process for vendors to submit quotes through the PHLContracts platform, with all quotes required to be submitted no later than 10:30 AM on the bid opening date. The document emphasizes that faxed or mailed quotes will not be accepted and that it is the seller's responsibility to ensure timely submission.
The checklist requires sellers to complete multiple prerequisites before submitting quotes, including payment of Annual Bid Security Fees, Bid Processing Fees, and Performance Security Fees when applicable, along with submission of supporting documentation such as certificates of insurance and bid bonds. Vendors must acknowledge the bid and all amendments, complete pricing for each item listed, answer all mandatory questions, and accept the terms and conditions without exceptions for SS&E contracts. The document specifies that sellers must maintain a valid Consent & Authorization form in their vendor profile, and if the bid includes participation ranges, vendors must identify and add qualified MBE and/or WBE subcontractors with committed dollar values. No pricing sheet, solicitation documentation, or other required attachments are detailed within this checklist itself, as those elements are referenced as available on the "Terms & Conditions" tab of the specific bid listing.
