About this opportunity
The Florida Department of Agriculture and Consumer Services is pursuing a single-source procurement with Demoulas Super Markets, Inc. for the "Fresh from Florida" Grocery Retailer Marketing Program. This procurement is specifically for brand promotion and sales activities related to Florida agricultural products, focusing on generating additional retail sales through various marketing channels. The contract will run from the posting date through June 30, 2026, with Demoulas required to perform specific marketing activities including planning and publishing weekly online sale flyers, creating in-store signage, developing promotional materials, and generating social media content featuring Florida products. The vendor must be a non-paid member of the "Fresh From Florida" Industry Membership program and will be evaluated based on their unique capabilities to promote Florida agricultural products across the East Coast region. Key deadlines include the advertisement posting date of June 11, 2025, with prospective vendors required to submit relevant information by July 2, 2025. The procurement is authorized under Florida Statute 571.2 (Florida Agricultural Promotional Campaign Act) and utilizes UNSPSC codes 80171702 and 80141600.
The procurement does not specify specific set-aside designations or restrictions on responding organizations. The contract has an approximate initial contract amount of $40,000, with a maximum potential spending ceiling of up to $100,000. No incumbent vendors or existing infrastructure integration requirements are explicitly mentioned in the documentation. The single-source justification is predicated on Demoulas Super Markets' unique market positioning and capabilities to effectively promote Florida agricultural products. Vendors interested in challenging the single-source determination must provide compelling evidence of their ability to meet the contract's marketing objectives by the July 2, 2025 deadline. The Department will review any received information and determine whether the commodities or contractual services are truly available only from a single source, with a potential subsequent posting of the intended decision on the Vendor Information Portal in accordance with Section 120.57(3) of Florida Statutes.
