About this opportunity

The Commonwealth of Kentucky Transportation Cabinet (KYTC), Division of Purchases, on behalf of the Division of Right of Way and Utilities, is soliciting bids for demolition services in Lincoln County as part of the US 27 widening project from KY-590 to Bell Street in Stanford, Kentucky. This Request for Bid (RFB 605 2200000410) seeks the complete removal and proper disposal of buildings, structures, and encumbrances across three designated parcels: Parcel 105 (Susan Cherry/Cherokee property at 818 Lancaster Road containing a 5,852 SF commercial building, 12,890 SF storage/equipment building, and 2,304 SF storage building with 10,000 SF of gravel/asphalt); Parcel 114 (PBK Bank Inc. property at 993 US 27N with 12,700 SF of asphalt paving and one sign); and Parcel 124 (The Well, Inc. property at 1708 US Highway 27N with a 6,228 SF special purpose building). All basements, foundations, footers, concrete slabs, septic tanks, and associated debris must be completely removed from each parcel. Bidders must submit lump sum pricing for all three parcels combined, with award made to the lowest responsive and responsible bidder based on price alone. Required qualifications include submission of performance and payment bonds in the amount of the contract or $10,000 (whichever is greater), a Certificate of Insurance with $1,000,000 per occurrence general liability coverage and Kentucky workers' compensation insurance, compliance with Kentucky 811 call-before-you-dig requirements with valid confirmation numbers, and adherence to all federal Buy America provisions for steel and iron materials. Additional requirements include rodent control by a licensed exterminator, proper disposal of all debris at permitted facilities, refrigerant evacuation for non-intact removals, septic tank pumping by licensed services, seeding and mulching of disturbed areas, and recovery of hazardous materials with appropriate documentation. Electronic bids are due by February 16, 2022, at 1:30 p.m. Eastern Time through the Kentucky Vendor Self Service eProcurement system, with a tentative award date of February 22, 2022; work must commence within five days of award and be completed within 30 consecutive calendar days, with penalties of $500 per day assessed for late completion. No onsite prebid meeting will be held, and prospective bidders are responsible for inspecting properties and determining pertinent factors such as access and zoning.

This federally funded project, subject to FHWA provisions and the FHWA Form 1273 contract clauses, includes reciprocal preferences for Kentucky resident bidders and qualified bidders offering 15-20 percent preference discounts. All bidders must comply with Kentucky statutory requirements, including the Annual Affidavit certifying adherence to campaign finance laws, tax obligations, and debarment status, as well as compliance with the Buy America Clause mandating that iron, steel, and manufactured products used in the federally funded project be produced in the United States with appropriate domestic content certifications. Additionally, contractors must certify compliance with Davis-Bacon prevailing wage requirements, nondiscrimination provisions, clean air and water pollution control standards, and safety and accident prevention protocols as established by federal regulations. The contract documents provide no incumbent vendor or current contractor information, nor do they reference existing infrastructure or technology requiring integration beyond the roadway and utility coordination requirements specified in the plan sheets for the larger US 27 improvement project. No specific budget or award value range is disclosed in the procurement documents, though the contract will be awarded on the basis of lowest responsive and responsible bidding price for the complete demolition of all three parcels.
