About this opportunity
The City of Dallas is soliciting proposals for a four-year Indefinite Delivery/Indefinite Quantity (ID/IQ) demolition services agreement to be awarded to the most advantageous proposer based on evaluation criteria. The procurement encompasses demolition and removal of accessory structures, single-family, duplex, multi-family, and commercial structures, along with site clearing and leveling of premises at various locations within Dallas's corporate limits. Key deliverables include wet demolition for structures in imminent danger of collapse or requiring asbestos abatement, site clearance of abandoned building products and debris, mobilization, backfill, leveling and grading, parking removal, and asbestos abatement for fireproofing materials, ceiling textures, floor tiles, cement boards, pipes, thermal insulation, fire doors, and caulk. Qualified proposers must demonstrate a minimum of three years of experience providing demolition services and submit documentation of three completed projects within the past two years. Evaluation criteria are weighted as follows: experience and qualifications (20 points), approach to scope of work (25 points), proposed cost (30 points), local preference program participation (5 points), and Developing Regional & Inclusive Vendor Enterprises (DRIVE) commitment (20 points). The proposal deadline is May 29, 2026, with electronic submission required through the City's Bonfire portal, and bid opening scheduled for 2:00 p.m. on Friday. Contractors must respond to City communications within four hours for phone calls and emails and twenty-four hours for written correspondence.
The City of Dallas has established a Developing Regional & Inclusive Vendor Enterprises (DRIVE) Policy requiring Small Business Enterprise (SBE) participation with aspirational benchmarks ranging from 30% to 38% depending on the service category. Proposers must demonstrate commitment to utilizing SBE subcontractors who perform work under a Commercially Useful Function using their own labor and resources, with evaluation points awarded for meeting or exceeding SBE goals, first-time contracting partnerships, local workforce participation, and documented good faith engagement efforts. The contract includes a wage floor of $23.06 per hour for all employees on general service contracts exceeding $50,000, as mandated by Dallas City Council Resolution 15-2141. All awarded contractors must secure performance and payment bonds equal to 100 percent of the annual contract amount within fifteen days of award and maintain comprehensive general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, with the City named as additional insured. Pricing must be firm for the entire contract term, and the City will pay invoices within 30 days of receipt of correct, compliant documentation including photographs and landfill manifests. While no specific incumbent vendors or award budget values are disclosed in the solicitation documents, the contract structure allows for services to be ordered on an as-needed basis throughout the four-year term, and the City reserves the right to conduct post-contract audits of contractor records for two years following contract conclusion.
