About this opportunity
The City of Sanford, Florida is requesting sealed bids for demolition of structures and debris cleanup and disposal services on a term-contract basis, with bids due November 19, 2026 at 2:00 p.m. Local Time. The contract carries a minimum-qualification filter: bidders must demonstrate current business status serving a minimum of three commercial accounts of equal size and scope with a minimum of one consecutive year of verifiable experience.
The scope encompasses structure removal, debris cleanup and disposal, asbestos and lead inspections for applicable properties, utility disconnection and removal, site preparation, fill-dirt services, visual property inspections prior to work commencement, permit acquisition and Florida Department of Environmental Protection notifications, licensed asbestos-consultant engagement, traffic control and flagmen services, demolition-area security, tree and parking-lot protection, and wet-method demolition exclusively. All work must comply with state, county, and local laws, codes, and ordinances.
The contract term is one year from City approval and execution, with opportunities for additional one-year renewal periods not to exceed five years total; semi-annual service reviews are required. The City will award to the lowest responsible and responsive bidder and reserves the right to contract with multiple vendors for similar work. Prices must be firm for the contract term; annual adjustments are possible based on the Consumer Price Index if proposed 60 to 45 days prior to term end. The first ninety days constitute a probationary period during which the City may terminate and re-award without conducting another formal bid process.
Bidders must submit a 5% bid bond or acceptable alternative and, if awarded, furnish a 100% Performance and Payment Bond or acceptable alternative within ten calendar days of award. Required submittals include references, equipment lists, personnel information, proof of Florida licensure, current insurance certificates, W-9 form, Local Business Tax Receipt, and proof of E-Verify compliance where applicable. Separate line items must be provided for asbestos and lead inspections and tipping fees. Questions are due in writing via PlanetBids no later than 2:00 p.m. on November 5, 2026. No mandatory pre-bid conference is scheduled, though the City reserves the right to add one and make attendance mandatory.
