About this opportunity
Wimberley Independent School District (WISD) is issuing a Request for Qualifications (RFQ) to retain a law firm authorized to practice in Texas to provide comprehensive delinquent tax collection services. The primary deliverables and objectives include maximizing recovery of delinquent ad valorem property taxes, penalties, interest, and associated fees; ensuring strict compliance with the Texas Property Tax Code and applicable federal, state, and local laws; reducing the volume and dollar value of outstanding delinquent tax accounts on a year-over-year basis; providing accurate and timely reporting on delinquent account status; representing WISD in judicial and administrative proceedings; minimizing administrative burden on district staff; and providing support and expertise related to the Texas Comptroller's Property Value Study. The scope of services encompasses delinquent account management, statutory notice preparation, payment plan negotiation, litigation and legal representation, skip tracing, bankruptcy proceedings management, taxpayer communications, and PVS support services. Minimum qualifications require firms to be licensed and in good standing to practice law in Texas with documented experience providing delinquent tax collection services to Texas school districts or governmental taxing entities, attorneys with direct Texas ad valorem tax law experience, appropriate insurance coverage, technological capability for account management and reporting, and absence of unresolved disciplinary actions. Evaluation will be weighted as follows: firm's approach (20 points), methodology (25 points), qualifications of key personnel (30 points), past experience (15 points), and references (10 points). Questions deadline is April 23, 2026 at 4:00 pm with responses posted by April 24, 2026, and proposals are due May 7, 2026 at 2:00 pm, with board approval of rankings scheduled for May 18, 2026.
The RFQ does not specify set-aside designations or restrictions limiting participation to specific organization types or disadvantaged enterprises. No incumbent vendors, current contractors, or specific existing technology infrastructure requiring integration is identified in the procurement documentation. The resulting contract will be structured on a contingency fee basis in accordance with Section 6.30 of the Texas Tax Code, with compensation calculated as a percentage of delinquent taxes, penalties, and interest actually collected and paid by delinquent taxpayers rather than by WISD, with the specific contingency fee percentage to be established in the final contract subject to statutory limitations. The contract will have an initial three-year term with renewal options at WISD's discretion, subject to board approval and satisfactory performance. Responses are limited to 35 pages and must be submitted electronically through WISD's Procurement Portal.
