The scope includes toll-free tobacco cessation counseling by phone and in-person delivery, FDA-approved prescription cessation aids, and nicotine-replacement therapy products for eligible smokers aged 13 and older. All services are provided free to Delaware residents, with annual enrollment targets exceeding 2,100 individuals and an awareness goal of over 80 percent among smokers. The vendor must designate a Project Manager and maintain staff subject to State review and approval.

The contract term is one year with four optional one-year extensions, for a maximum five-year period, with anticipated award notification on January 7, 2027 and project start on July 1, 2027. No total contract value is specified; vendors must detail costs in their proposals with no additional charges permitted without written State consent. The State reserves the right to award to multiple vendors and to terminate for cause or convenience with 20 days' notice.

Evaluation uses a 100-point scale: vendor qualifications (20 points), proposed methodology (25 points), responses to scope of work requirements (25 points), ability to recruit and train staff (15 points), and cost evaluation (15 points). The incumbent is Consumer Wellness Solutions, LLC.

Vendors must maintain commercial general liability insurance of at least $1,000,000 per occurrence and medical/professional liability or errors and omissions coverage of at least $1,000,000 per occurrence. All submissions are through the Euna Procurement (Bonfire) portal at https://dhss.bonfirehub.com/. The vendor must comply with federal and state law, the Americans with Disabilities Act, and data protection standards including encryption and 24-hour breach notification.
