About this opportunity
The State of Delaware, through the Department of Natural Resources and Environmental Control (DNREC), is requesting proposals for administration of the Clean Vehicle Rebate Program (CVRP), with a posted date of September 28, 2026 and RFP identification NAT26001-CVRP_ADMN. No proposal due date is specified in the available materials.
The scope covers full program administration including applicant support, rebate processing, compliance verification, database maintenance, and reporting. The contractor must develop and maintain an application portal and website, operate a call center, process rebate applications and appeals, conduct vehicle owner surveys, generate quarterly reports on rebate transactions and program statistics, and deliver an annual program report. The contractor must also design and deliver a final implementation roadmap for a low- and moderate-income rebate program component. Deliverables include technical assistance for program updates and program development and management across four primary task categories: Program Development and Administration, Program Management and Development, Delaware CVRP Implementation Plan, and Reporting and Program Evaluation.
The contractor must comply with Delaware Data Usage Terms and Conditions Agreement requirements, including encryption of all non-public data in transit and at rest using NIST FIPS 140-2 validated cryptography, prohibition on storing or processing non-public state data outside the United States, and secure data return or destruction within 90 days of contract termination using NIST-approved methods with certificates of destruction. Breach liability extends to investigation, response, recovery, and credit monitoring costs for affected individuals for at least three years. Breach notification is required within 60 days of determination unless federal law or law enforcement mandates alternative timing.
The contractor must submit network diagrams meeting state Application Review Board standards for system design review, with mandatory completion of Revision and Production tabs. The attached cost proposal template contains zero-dollar line items and appears preliminary; final pricing and budget details are not populated in the available materials.
