About this opportunity
The City of Santa Cruz Public Works Department is soliciting bids for replacement of the DeLaveaga Golf Course driving-range netting and perimeter chain-link fence under IFB Project No. c302213, with bids due July 15, 2026 at 1:30 p.m. Pacific Time and a non-mandatory pre-bid conference at the project site on July 1 at 10:00 a.m.
The scope includes removal and replacement of approximately 970 linear feet of existing 85-foot-tall perimeter netting installed in 1999 with LFS Sports & Industrial Netting #930 (UV-treated polyester, 1-inch mesh, 116.7 pound average single mesh break strength) or engineer-approved equivalent; removal and replacement of approximately 1,170 linear feet of 4-foot chain-link fence with new galvanized posts and 9-gauge 1-inch mesh; relocation of existing cables and hardware; installation of new heavy-duty galvanized hardware; repair or replacement of two 16-foot by 14-foot access gates; and disposal of all removed materials. All net panels must be custom fabricated to as-built measurements with attachment twine tied via clove and one-half hitch knots spaced a maximum of 8 inches on center. The netting system includes 3/8-inch braided black perimeter rope (minimum 3,500 pound breaking strength) and 9/32-inch cadmium plated steel carabiner attachment snaps (minimum 1,140 pound breaking strength). The product carries a ten-year manufacturer's warranty.
Bidders must hold a valid California Contractor's General B, C13 (Fencing), or C61/D31 (Pole Installation & Maintenance) license at bid submission. All bidders and subcontractors must register with the California Department of Industrial Relations and comply with prevailing wage requirements. Contractors must comply with California Air Resources Board requirements for in-use off-road diesel fleet compliance and make good faith efforts to hire qualified Santa Cruz County residents and employ apprentices from Division of Apprenticeship Standards-approved programs.
Bid security of 10% of the bid amount is required; award will go to the lowest responsible and responsive bidder. The successful contractor must provide 100% Labor and Material Bond and Faithful Performance Bond. Construction is scheduled to commence approximately September 21, 2026, with completion required within 15 working days. Progress payments are subject to 5% retention withholding until 35 calendar days after recording the Notice of Completion.
Opportunity text
The 85-foot tall perimeter netting surrounding the DeLaveaga Driving Range, installed in 1999, has reached its expected product lifespan of ten to eighteen years and requires replacement. The netting's deterioration from ultraviolet light exposure, wind, and weather has led to increased maintenance costs in recent years due to repeated repairs. A section of net was replaced in 2021.
The project will replace approximately 970 linear feet (LF) of golf netting with LFS Sports & Industrial Netting #930 or approved equivalent, relocate existing cables and hardware, and install new hardware. The project will also remove and replace 1,170 LF of the existing 4-foot chain-link perimeter fence and repair two access gates with new hardware and infrastructure. The contractor will dispose of all removed materials. The driving range is expected to be closed during construction.
