About this opportunity

The Oregon Department of Veterans' Affairs (ODVA) is soliciting proposals for DEIA (Diversity, Equity, Inclusion, and Accessibility) consulting services through a competitive Request for Proposals process. The procurement encompasses three primary service categories: consulting services, training and facilitation services, and strategic planning services, with the goal of embedding equity principles throughout ODVA's workforce, operations, communications, outreach, and service delivery aligned with the Every Veteran-informed Performance (EVIP) framework. The scope of work includes nine primary objectives spanning workforce development, learning programs, accountability and performance management, internal data leverage, accessibility, partnerships, communications, outreach to marginalized veteran communities, and partner data management. The contractor must demonstrate qualified consulting expertise and organizational change management capabilities. Evaluation criteria include demonstrated skill and experience (25%), proposed approach (25%), proposed cost (15%), availability (20%), COBID certification or COBID subcontractor status (5%), and references (10%). A voluntary pre-submittal conference was held on November 20, 2025 at 1:00 PM PST via Microsoft Teams, questions and clarifications were due by December 4, 2025 at 2:00 PM PST, and proposals were due on December 11, 2025 at 4:00 PM PST through the OregonBuys portal. The selected contractor will be awarded a single Service Order Contract with an estimated initial term of three years and potential extension to a maximum of six years.

The procurement includes a set-aside designation favoring COBID (Certified Oregon Business/Emerging Small Business and Disadvantaged Business Enterprise) certified contractors or those utilizing COBID subcontractors, as reflected in the 5% evaluation weight. Based on the Notice of Intent to Award documentation, ODVA has selected Hyman Consulting, LLC as the intended awardee, indicating that the competitive evaluation and interview process have been completed. The estimated project budget is $250,000. Contractors must provide comprehensive insurance coverage including Workers' Compensation, Commercial General Liability with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and Automobile Liability with a minimum of $1,000,000 combined single limit, with Certificates of Insurance required prior to performance commencement. Interested parties had seven calendar days from the Notice of Intent to Award issuance to submit formal protests in accordance with applicable Oregon Administrative Rules, and required documentation submission from the intended awardee was mandated within the same seven-day timeframe.
