About this opportunity
The City of Philadelphia is soliciting quotes for Deck Scale Maintenance under a requirements contract with a quote due date of October 8, 2026. The contract runs from date of award through June 30, 2027, followed by three optional one-year renewal periods (maximum four-year term). Quotes must be submitted electronically through PHLContracts; a fully executed Consent and Authorization Agreement must be on file in the vendor's profile prior to quote closing.
The LGBTQ Applicant Data Form is voluntary; submission does not establish a set-aside but permits the City to identify LGBTQ-owned businesses for inclusion in its vendor database. The City does not restrict the procurement to local vendors under an LBE set-aside, though vendors must answer the LBE certification question to proceed through the portal.
Annual pricing may not exceed $99,000, adjusted yearly by the percentage increase in CPI-U from January 1, 2020 and rounded to the nearest $1,000. For renewal periods, price increases are capped at 4 percent per year or the actual CPI-Philadelphia (All Items) increase, whichever is lower; the seller must provide written notice of any increase to Michelle Simmons (michelle.simmons@phila.gov) by June 1st to be effective on the renewal date. Price decreases may be submitted at any time. All prices must be quoted net, FOB Destination, exclusive of taxes.
The successful seller must maintain workers' compensation insurance at statutory limits, general liability insurance with a minimum limit of $500,000 per occurrence, and automobile liability insurance with a limit of $300,000 per occurrence. All payments are made via electronic deposit. Quote terms remain valid for 60 days from submission or throughout the contract term. The City reserves the right to reject any and all quotes, accept quotes from multiple sellers, or accept quotes for select items only. Questions and site visit requests must be submitted through the Q&A tab of PHLContracts; vendors are prohibited from contacting bid personnel directly.
