About this opportunity
Washington State Department of Enterprise Services is soliciting bids for debt collection services through a statewide master contract available to state agencies, counties, municipalities, higher education institutions, and federally recognized Indian tribes, with bids due October 20, 2026 at 11:59 p.m. Pacific Time and a pre-bid conference on September 15, 2026 at 11:00 a.m. Pacific Time via Microsoft Teams. Enterprise Services intends to award up to two Main Awards and two Reserved Awards per service category, for a total potential of twelve contracts across three categories: General Collections (unsecured debts from individuals or businesses), Educational Collections (unsecured private student loans), and Court-Ordered Collections (court-imposed financial obligations including fines, fees, restitution, and judgments).
Reserved Awards are available exclusively to Washington Small Businesses and/or Certified Veteran-Owned Businesses that do not receive Main Awards, and subcontractors must also meet these qualifications. Bidders must hold a Collection Agency endorsement from the Washington State Department of Revenue and have at least two years of professional experience in Washington State for each category on which they bid. Bidders may elect to bid on one, two, or all three categories; zero-percent pricing renders a bid non-responsive.
The contract term runs twenty-four months from December 1, 2026 through November 30, 2028, with an optional performance-based extension of up to forty-eight additional months. Pricing is firm and fixed for the entire term with no price increases permitted. Bidders must absorb all credit card processing and surcharge fees and structure pricing as maximum fee percentages by debt-size tiers (below $1,000; $1,001–$10,000; above $10,001) for each category bid. A 1.5 percent vendor management fee applies to all invoiced collection fees, calculated and remitted quarterly. Historical annual purchases total approximately $750,000. Evaluation scoring consists of 1,000 points for bid pricing and 50 points for compliance with Executive Order 18-03. Questions are due October 6, 2026; answers are anticipated by October 14, 2026. Apparent Successful Bidders will be announced November 10, 2026, with contract awards anticipated November 30, 2026.
