About this opportunity
The City of Williamsburg, Virginia is issuing Request for Proposals (RFP 26052) to establish contracts with one or more qualified firms for comprehensive disaster debris removal and management services. The procurement seeks vendors capable of removing disaster-generated vegetative and construction debris, operating and managing temporary disaster debris sites (TDDS), reducing debris through grinding and chipping, and conducting emergency cleanup activities associated with hurricanes, storms, tornadoes, or other natural or manmade disasters. Services encompass emergency road clearance, curbside debris collection and hauling to approved disposal facilities, hazardous tree and limb removal, household hazardous waste removal, abandoned vehicle and vessel removal, white goods removal, refrigerant removal, electronic waste removal, motorized equipment removal, and animal carcass removal. Contractors must designate an on-site Project Manager, commence operations within 24 hours of the Notice to Proceed, maintain daily coordination meetings with the City Debris Manager, and operate during specified work hours (7:00 AM to 7:00 PM Monday through Saturday, and 1:00 PM to 7:00 PM on Sunday). Evaluation criteria include qualifications and credentials of key personnel (20%), compliance with RFP requirements (20%), quality of prior work with similar public agency contracts (20%), approach and cost control measures (20%), and fee schedule (20%). Proposals must be submitted electronically by 3:00 p.m. on June 17, 2026, with a non-mandatory pre-proposal meeting scheduled for June 2, 2026 at 10:00 a.m. at the Public Works Operations Center in Suffolk, Virginia. Offerors must demonstrate successful experience within the past five years on projects of similar size and scope, possess proper licensing and insurance, and ensure at least one on-site employee speaks fluent English.
The RFP does not specify set-aside designations or restrictions on organization types, though all contractors must be registered through SAM.gov and comply with federal regulations including 2 CFR Part 200 and FEMA Public Assistance Program guidelines. The contract is contingency-based with no compensation accruing unless activated in anticipation of or immediately after a disaster event. The initial contract term is five years from execution date with automatic renewal based on the same terms and conditions unless either party provides 60 days' written notice. Initial rates must be guaranteed for a minimum of 12 months, with any subsequent rate increases requiring written City approval. Pricing shall be F.O.B. Destination with freight included, and a 5% retainage will be held until the end of each disaster event, with portions potentially withheld to repair damages caused by the contractor. The City reserves the right to select multiple contractors and generally rotate them for individual tasks, though it may select contractors out of rotation at its sole discretion. No specific budget or award value is stated in the RFP documentation, as the contingency-based nature of the contract means compensation is dependent upon activation following a qualifying disaster event.
