About this opportunity

This state and local contracting opportunity is a Request for Proposal (RFP) issued by Carter County, Tennessee, a non-state local government entity, for debris monitoring and removal services following a disaster event, specifically Tropical Storm Helene. The RFP seeks qualified firms to provide comprehensive debris monitoring and removal services on a countywide basis, with the scope limited to FEMA "Category A" debris. The successful firm(s) will be responsible for overseeing debris removal operations, documenting debris volumes, ensuring compliance with FEMA and other federal regulations, and providing administrative support. Respondents must be able to deploy within 24-48 hours of notification and demonstrate relevant experience, available resources, and an understanding of the required services and qualifications. Proposals are due by October 17, 2024, and the County will evaluate submissions based on criteria such as the quality of the technical approach, experience, resources, past performance, and pricing.

The RFP indicates that the County may set aside work for small, minority, women-owned, and labor surplus area firms. No incumbent vendors or current contractors are specified, and the RFP does not provide details on any existing infrastructure or technology that requires integration. While the RFP does not disclose an award value or budget range, it states that multiple contracts may be awarded to address the scale of the disaster recovery effort.
