About this opportunity

The City of Fort Myers is requesting statements of qualifications from engineering and architectural firms to provide site-specific residential elevation design and related services for up to approximately 35 single-family residences in the Dean Park Historic District, with proposals due October 30, 2026. Historic preservation compliance is a central scope requirement; all designs must incorporate historic preservation considerations and ensure compatibility with applicable local, state, and federal historic preservation requirements.

The scope spans eight primary tasks: site evaluation and data collection, surveying and elevation data, development of site-specific elevation designs, preparation of construction documents, permitting support, historic preservation coordination, bidding support (if authorized), and limited construction phase support (if authorized). All designs must meet a minimum elevation of 2 feet above Base Flood Elevation and comply with the Florida Building Code, ASCE 24-14 (or latest applicable edition), National Flood Insurance Program requirements, and applicable historic preservation standards. Required deliverables include signed structural assessments, survey data with pre-elevation certificates, signed and sealed design plans and calculations, required permits, property-specific construction cost estimates, aerial and topographic maps, ground-disturbance maps with coordinates, and supporting technical documentation for FEMA and Florida Department of Emergency Management Phase II review and Benefit-Cost Analysis.

The contract will be structured as an indefinite-delivery, indefinite-quantity professional services agreement with pricing negotiated on a per-property, per-task-order basis following consultant ranking and selection, in accordance with Florida Statutes Section 287.055. The project is funded entirely through FEMA's Hazard Mitigation Grant Program. Services will be authorized through individual task orders with no guaranteed total number of properties.

Respondents must have been in business under the current company name for a minimum of three consecutive years, possess a valid Florida business license, carry professional liability insurance, and demonstrate no prior defaults or arrears with the City. Evaluation criteria are project understanding and technical approach (30 points), experience and qualifications of assigned personnel (35 points), permitting and construction phase support ability (10 points), local knowledge and coordination ability (10 points), and project management and task order administration (15 points). A pre-proposal meeting is scheduled for October 7, 2026, at 1:00 PM at City Hall with virtual participation available. Questions are due October 19, 2026, at 2:00 PM. The Selection Committee meeting is scheduled for November 13, 2026.
