About this opportunity
Wakulla County is requesting qualifications from professional engineering firms to provide Phase 1 surveying, flood risk reduction analysis, engineering design, plans preparation, public notices, permitting coordination, and bid proposal preparation services for Wakulla Gardens stormwater infrastructure improvements under RFQ 2026-16, with proposals due September 1, 2026, and oral presentations scheduled for September 16–17. All work must comply with federal Hazard Mitigation Grant Program (HMGP) guidelines administered by the Florida Division of Emergency Management.
Phase 1 focuses on evaluation and development of flood risk reduction measures without construction; Phase 2, not part of this RFQ, will involve acquisition of approximately 16 parcels and construction of six stormwater retention basins designed to protect against 10-year storm events. The selected consultant must complete all Phase 1 activities by March 31, 2027, commencing 15 calendar days after the Notice of Award (anticipated October 20, 2026).
Compensation for Phase 1 is fixed at $70,842 on a cost-reimbursable basis. Phase 2 compensation is contingent upon successful Phase 1 completion, FEMA approval, and funding availability. The selected consultant must maintain Professional Liability Insurance of at least $1 million for design errors and omissions, continuing for two years after project completion, and must submit a Proposal Bond equal to 5% of the proposal amount. Respondents must maintain active Sam.gov registration and provide their Unique Entity Identifier at proposal submission.
The County will evaluate proposals on project approach, qualifications of firm and key staff, availability of dedicated staff, references on recent projects, and oral presentation performance. Written questions are due August 6, 2026. The County reserves the right to reject any or all proposals and award to one or multiple proposers.
