About this opportunity

The City of Fort Myers is requesting submittals from qualified respondents to provide site-specific residential elevation design and related services for participating properties in the historically designated Dean Park neighborhood, with submittals due October 30, 2026. The project is federally funded through the Hazard Mitigation Grant Program (HMGP) and procured under the Consultants' Competitive Negotiation Act (Florida Statutes Section 287.055).

Historic preservation is a core compliance requirement. All design services must incorporate historic preservation considerations and ensure compatibility with applicable local, state, and federal requirements governing the Dean Park area. Respondents must possess valid, current licenses to conduct business in Lee County and the City of Fort Myers.

The contract is structured as a professional services agreement with compensation through a fee schedule, with basic and additional services potentially authorized in writing by the City. The agreement continues until the consultant completes all deliverables, the City accepts them, and final payment is made; an anticipated completion date and milestone schedule are specified in Exhibit E of the contract documents. Subconsultants require prior written City approval.

Federal funding compliance is mandatory. Contractors must comply with 2 C.F.R. Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards), the Vietnam Era Veterans' Readjustment Assistance Act of 1974 (VEVRAA) requirements for contracts valued at $150,000 or more, and Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act. Prevailing wage, equal employment opportunity, and civil rights protections apply.

Insurance requirements include Commercial General Liability of $1 million per occurrence / $2 million aggregate, Comprehensive Automobile Liability of $1 million combined single limit, Workers' Compensation with Employers' Liability coverage, and Professional Liability Insurance of $1 million per claim (maximum $100,000 deductible). The City must be named as an additional insured on a primary and non-contributory basis.
