About this opportunity

The Massachusetts Department of Conservation and Recreation is requesting proposals for program management support services for the DCR Stewardship Corps Fall 2026, a free youth-based program for at-risk teens and young adults ages 13–17 in the Lowell-Lawrence area (Commbuys Bid #BD-27-1020-CRSAR-CRS2-131684, Contract #DCR 937), with proposals due August 14, 2026. DCR intends to contract with two approved youth service organizations.

The scope requires program management, student recruitment, transportation, supervision, and meal provision for a minimum of eight main sessions (at least two hours each, 3:00 pm–7:00 pm) between September and November 2026, plus at least two weekend field trips (11:00 am–2:30 pm). Optional daytime programming during non-school weekdays may be added pending Program Coordinator approval and available funding. Programming spans Lawrence Heritage State Park, Lowell Heritage State Park, and surrounding environments, with educational content provided by DCR staff across multiple departments. Vendors must assist with curriculum development, coordinate across DCR disciplines, and facilitate experiential stewardship learning for approximately 20 students per vendor. The contract term runs through June 30, 2027.

The estimated contract value is $15,000 per vendor ($30,000 combined for two awardees). Compensation is fee-for-service with hourly labor rates submitted by work category; vendors may include participant club memberships up to $40 per participant and must submit itemized receipts for expenses. Billing deadline is June 30, 2027.

Vendors must demonstrate relevant experience with middle and high school students, submit three business references, provide current resumes of key staff compliant with CORI and SORI checks, proof of accident and liability insurance, workers' compensation documentation where applicable, and emergency action plans. Transportation must use a busing vendor approved by the local Massachusetts public school system. Vendors must submit the Prompt Payment Discount Form and Environmentally Preferable Products/Practices Form. DCR reserves the right to accept or reject any quotes, contract with some or all responding vendors, negotiate with respondents, or cancel the RFQ in whole or in part. Contact: Laura Sapienza-Grabski, Department of Conservation and Recreation, 10 Park Plaza Suite 6620, Boston, MA 02116.
