About this opportunity

The Virginia Department of Conservation and Recreation (DCR) is soliciting bids for gravel supply, spreading, and compacting services at the Crow's Nest Natural Area Preserve entrance road in Stafford County under a Quick Quote solicitation, with bids due September 30, 2026 at 10:00 AM EST and a set-aside for DSBSD-certified small businesses.

This is a small business priority set-aside with award criteria favoring DSBSD-certified micro businesses (if bid is under $10,000 and deemed fair and reasonable) or DSBSD-certified small businesses (if bid does not exceed $100,000). Award shall be made to the lowest responsive and responsible bidder meeting these criteria; if no certified small business submits a responsive bid within the specified ranges, the contract goes to the lowest responsive and responsible bidder overall.

The scope requires approximately 700 tons of 21A (Crusher Run) compacted stone spread at a finished depth of four inches across a twelve-foot-wide roadway for approximately one-half mile. Work includes surface preparation with debris removal, spreading, and roller compaction with gravel crowning for drainage. The contractor must complete all work within fifteen days of starting or by October 15, 2026, whichever is latest. Work scheduling must be coordinated with Natural Heritage Staff within five days of award.

Bidders must hold a Virginia Class B or higher contractor license and be registered in eVA. The bid must be a firm all-inclusive fixed price covering materials, labor, equipment, and tools. DSBSD-certified small businesses are subject to a 1% vendor transaction fee capped at $500 per order; non-certified businesses pay 1% capped at $1,500 per order. Contractors must maintain workers' compensation (statutory), employer's liability ($100,000), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), and automobile liability ($1,000,000 combined single limit) where applicable. Payment is due within 30 days of invoice or delivery, whichever occurs last.

Optional pre-bid site visits are available through September 27, 2026, coordinated with James Watling at james.watling@dcr.virginia.gov or 1-540-824-2019. Questions are due by September 28, 2026 at 10:00 AM to Mary Cook-Jones at Mary.Cook-Jones@dcr.virginia.gov.
