About this opportunity
The Michigan Department of Technology, Management & Budget is seeking bids for printing services to produce 40,000 copies of the DCH 669 Fee For Service Handbook, with bids due October 20, 2026. Only prequalified vendors registered with the State of Michigan Print & Mail Management program are eligible to bid.
The scope requires production of 40,000 handbooks at finished size 3.75" × 8.625", consisting of 4-page covers on 80# gloss cover stock with 4/4 color printing and bleeds, and 20 interior pages on 60# white offset uncoated stock, also 4/4 color with bleeds. Bindery work includes trimming, folding, and saddle stitching. Completion is 15–20 business days from proof approval. The state will provide electronic files in PDF format for vendor approval before production begins. All materials must be packaged per Extend Your Reach standards in wraps of 50 units per package, carton-packed on 4-way skids, and shipped to the specified destination. Freight costs must be included in the bid price; no additional freight billing is permitted. Vendors must submit detailed quote letters with their bids; failure to do so results in disqualification.
Bidders must pre-qualify with PMM, a process requiring approximately one week. Bids must be submitted online, F.O.B. Destination and prepaid, to the State of Michigan General Services Building dock at 7461 Crowner Drive, Lansing, Michigan 48913. All cartons must be labeled with commodity numbers, descriptions, purchase order numbers, and quantity information. Standard contract terms require vendors to bear all packaging, freight, and shipping costs; provide warranties regarding product conformity and merchantability; and comply with Federal Provisions including Equal Employment Opportunity, debarment verification through SAM, and Byrd Anti-Lobbying Certification. All deliverables become the exclusive property of the State. The State evaluates bids on best price and value, meaning the lowest bid may not be selected if quality or vendor capability concerns exist. Payment is due within 45 calendar days of the later of invoice receipt or final acceptance via Electronic Funds Transfer through the SIGMA VSS system.
