About this opportunity
The California Department of Cannabis Control (DCC) Information Technology Services Division is seeking to acquire a Cannabis Law Enforcement Activity Tracking System (CLEATS) solution to track investigations into illegal commercial cannabis activity for the DCC's Law Enforcement Division (LED). The LED conducts criminal investigations into large-scale operators and criminal enterprises engaged in unlicensed distribution, manufacturing, retail, and indoor cultivation, with the objectives of protecting public safety, addressing environmental harm, and making it more expensive to operate in the illegal cannabis market. The CLEATS solution must be capable of tracking the LED's caseload, consumer complaints, investigative activities, reporting, and other oversight and administrative tasks. The RFP has undergone three addenda released between August 15 and August 28, 2024, providing clarifications and additional details to prospective bidders. Proposals are due on a specific date, and the contract will be awarded for a term with possible renewal options.
The RFP is open to all qualified vendors, with no specific set-aside designations or restrictions mentioned. The current incumbent provider is not specified, and funding sources and amounts are not detailed in the provided information. Pricing terms, contract duration, and award values or budget ranges are also not included in the documented materials. The RFP indicates the CLEATS solution will support the DCC's law enforcement efforts across the state of California, with a focus on the Sacramento County and San Francisco City jurisdictions.

The LED is the law enforcement arm of the DCC. LED conducts criminal investigations into illegal commercial cannabis activity and works with local, state, and federal partners in combatting the unlicensed cannabis market in California. These efforts protect public safety and the environment while mitigating the illegal cannabis market. LED focuses its criminal investigations on large-scale operators and criminal enterprises engaging in unlicensed distribution, manufacturing, retail, and indoor cultivation while supporting local and state law enforcement partners with outdoor unlicensed cultivations and other illegal commercial cannabis operators in their respective jurisdictions. The objectives of LEDs work are to protect public safety, address environmental harm, and make it more expensive to operate in the illegal cannabis market. To support these efforts a new law enforcement case activity tracking database is needed to track the workload associated with the activities it conducts, consumer complaints, investigative activities, reporting, as well as other oversight and administrative tasks.
