About this file

This document is a Question and Answer Log related to a Request for Proposal (RFP) issued by the California Department of Cannabis Control (DCC) for a Cannabis Law Enforcement Activity Tracking System (CLEATS). The RFP seeks to acquire a solution to track investigations into commercial cannabis activity for the DCC's Law Enforcement Division (LED). The LED conducts criminal investigations into illegal commercial cannabis activities and works with local, state, and federal partners. The RFP outlines the objectives of the LED's work, which include protecting public safety, addressing environmental harm, and making it more expensive to operate in the illegal cannabis market. The RFP provides details on the current environment, contractor roles and responsibilities, training requirements, and compatibility and interface needs.

The Question and Answer Log addresses various aspects of the RFP, including bidder registration, user access, cloud-based system details, current and future processes, confidentiality and security requirements, and training provisions. The RFP also provides information on the DVBE program, TACPA preference, and bidder qualification requirements. The contract opportunity is specific to the state of California, and the RFP does not mention any pricing terms, set asides, incumbents, or funding requirements.

16 2.5.1 16 Since the RFQ was released on 8/1 and it states the eVAQ approval process can take up to 4 weeks, will the government consider extending the Phase 1 due date to allow OSTP enough time to approve Vendor eVAQ submissions?

The State has reviewed the request and determined that it is not in the State’s best interest to make this change.

make it optional. DVBE contracts are capped at $249,999.99. Thus, even if the DVBE contractor had ten contracts at the maximum totally nearly $2.5M the company would be ineligible and seems unfair to DVBE. Any contracts more than $500k would be outside the scope of a DVBE, then there is no need to ask about DVBE for points because the contract could not be awarded about $250k.

18 Attachment 14 #10 & #11

Make these sections optional, not mandatory. An aggregate of combined business would be inclusionary. $500k minimum requirement is exclusionary towards small and new businesses

The State has reviewed the request and determined that it is not in the State’s best interest to make this change.
